Its not inconceivable that we could be in full crisis mode by the end of this week. The situation with Italy feels increasingly like one that has little chance of materially improving until some extreme pressure is put on someone to act. It may not come to a head this week but the signs are not good that we can avoid an extreme situation emerging soon.

The big problem: Berlusconi doesn't seem like he's in an urgent mood to make reforms, the ECB isn't doing much, and China and Brazil have dropped out of the picture.

Maybe the EU authorities will use the experience learnt from the Greece situation last week that a hard-line response is the only way to force countries to act in the way they want. It is a big risk but at the moment the weaker countries seem to still want the Euro enough that the ECB and Germans could play hard ball and get what they want if they are prepared to take the risk. Indeed ECB Governing Council member Yves Mersch fired a warning over the weekend saying that the ECB often discusses the possibility of ending the purchase of Italian government bonds and could if it concludes Italy is not adopting promised reforms. Such talk
will not encourage private capital into Italy meaning that the ECB may need to intervene more to have the required impact.

作為世界上最大經濟體之一的意大利,金融危機繼續惡化,國債借貸成本上漲至7%的新高位。

相關新聞話題欧洲, 金融财经 歐元區的其它一些小國如愛爾蘭、葡萄牙和希臘都是在借貸成本上漲到7%左右時尋求外界的金融援助。
作為歐元區第三大經濟體的意大利深陷債務危機

外界擔心,意大利很有可能成為債務危機的下一個受害國。

納波利塔諾總統說,意大利將在日內通過新的金融穩定法,屆時總理貝盧斯科尼將履行諾言辭職。

意大利的借貸成本是歐元自1999年啟動以來的最高水平。與意大利7%的借貸成本相比,德國的10年期國債借貸成本為1.73%。

BBC商業事務編輯羅伯特·佩斯頓說:「當一個國家把借來的貸款用來償還以前借貸的利息時,沒有人願意繼續借貸給這樣一個國家。這就像是把錢扔到壞賬裏。」

歐盟的一個工作組周三前往意大利,開始監查意大利削減巨額債務的計劃。

預計意大利議會將在本月底之前批准財政改革的一攬子計劃。

意大利總理貝盧斯科尼證實他打算辭職。但是他說,在意大利議會為振興經濟通過一攬子改革措施之前,他不會離開。

意大利經濟受到歐元區債務危機的嚴重影響。預期議會將在兩個星期後投票表決改革措施。

盧斯科尼做出這個宣佈前,投票結果表明他已經在議會中失去多數優勢。

意大利反對黨再次呼籲貝盧斯科尼下台,說他已經失去在意大利下議院的多數支持。

意大利議會雖然剛剛通過了貝盧斯科尼的預算表決案,但支持票不足下院的半數席位。

對2010財年意大利公共預算核准案的表決由於反對黨的集體棄權獲得了批准,法案獲得了308票議會支持票,但是未能達到630席議會中的316票絕對多數標準。

在這次投票中,零票反對,321票棄權。

反對黨在預算案獲得通過後,再度要求貝盧斯科尼下台。而他的前盟友北方聯盟也要求其辭職。

金融市場已經不再相信貝盧斯科尼能對付意大利的債務危機。

雖然意大利財政赤字相對較低,但投資者擔心意大利經濟增長緩慢,加上總值1.9萬億歐元的債務,可能令其成為下一個歐元區債務危機中的瀕臨破產者。

Italian Prime Minister Silvio Berlusconi has said that he intends to resign after key economic reforms have been approved.

Berlusconi made the announcement on Tuesday, following a key parliamentary vote on public finance that he won without gaining the absolute majority of 316 seats, which is a precondition for the approval of future budgets, the state-run BBC reported.

In the budget vote, 308 MPs supported Berlusconi and one abstained, but 320 others - the entire opposition - did not vote.

The European Union has been putting pressure on Italy to carry out long-promised major economic reforms in order to improve its financial situation.

There is growing fear among EU leaders that Italy might be drawn into the crisis that has already claimed Greece, Ireland, and Portugal.

Italy faces a nearly two-trillion-euro debt that is 120 percent of its Gross Domestic Product. A 60-billion-euro austerity package to balance the budget by 2013 was passed in August.

“Once this engagement is fulfilled, the prime minister will hand in his mandate to the head of state, who will proceed with appropriate consultations, paying close attention to the positions and proposals of all political forces,” President Giorgio Napolitano said in a statement.

Berlusconi had shown “his awareness of the implications of the results of today's vote” as well as “concern for the urgent need to give prompt answers to the expectations of European partners,” Napolitano added.

The 75-year-old prime minister's popularity rating recently slipped to a record low of 22 percent as his team was unable to address the fiscal crisis and he faced legal battles over bribery, tax fraud, abuse of power, and sexual relations with a 17-year-old prostitute.
