本報訊包括一位諾貝爾獎得主在內的4位科學家在美國化學學會雙周刊《環境科學與技術》雜志撰文指出，地球或許正在邁入一個新的地質時期——人類世（Anthropocene）。他們也表示，在這個歷史時期，可能會發生第六次生物大滅絕，屆時，成千上萬的動植物將會消失殆盡。

　　英國萊斯特大學地質系的簡·扎拉斯維奇和馬克·威廉姆斯、澳大利亞國立大學氣候變化研究所主任威爾·史蒂芬以及國際著名大氣化學家、1995年諾貝爾化學獎得主保羅·克魯岑攜手做出了上述論斷。

　　目前，還有另外一組科學家正在收集相關証據，考察人類活動導致生物多樣性、岩層結構發生變化給地球帶來的影響。他們希望3年后能將收集到的証據提交給國際地質科學聯合會，由該聯合會來決定人類是否已經過渡到了一個全新的地質時期。

　　科學家們指出，近年來人類的活動，包括環境污染、人口劇增、急遽的都市化進程、化石燃料的使用、旅游、礦山開採等，都給我們賴以生存的星球帶來了巨大的、前所未有的變化，使得“人類世”正在接過目前人類所處的全新世的接力棒。

　　2000年，克魯岑首次提出“人類世”的概念。他指出，人類已經生活在一個人造的新地質時期，因為地球的變化不再是由自然競爭為主導，而是完全由人類活動控制。人類的存在是引起地球環境變化的最大因素，它比自然循環給地球帶來的影響要大很多。當時，該概念引發了不少爭議。然而，現在，克魯岑提出的這一概念逐漸獲得支持，很多科學家正在考慮將“人類世”這個一度非正式使用的詞匯變成正式用語。

　　科學家們指出，“人類世”這一名稱要獲得正式認可可能還需要時間。不過，他們認為，“人類世”代表著人類歷史和地球歷史上的一個新時期，在此期間，自然力和人力相互交織，一損俱損，一榮俱榮。從地質學的角度來說，這是宇宙星球上最令人矚目的時期。（劉霞）

Humankind may be at the dawn of a new age, one that might not bring the word "Aquarius" to mind.

In fact, the arrival of the Anthropocene epoch may include the sixth-largest mass extinction in the Earth's history, according to a report in the journal Environmental Science & Technology, which is to appear online Monday and in print Wednesday.

Scientists behind the report say that in just two centuries, humans have wrought such vast and unprecedented changes that we actually might be ushering in a new geological time interval, and altering the planet for millions of years.

The scientists fear thousands of plants and animals will disappear in the new dawn because of the harm humans have inflicted through urbanization, pollution, travel, population growth, mining and use of fossil fuels.

"It is suggested that we are in the train of producing a catastrophic mass extinction to rival the five previous great losses of species and organisms in Earth's geological past," said co-author Dr. Jan Zalasiewicz, of the University of Leicester.

The new time or epoch is named Anthropocene – meaning new man – because it would be the first space of geological time shaped by the action of a single species.

The term has been in informal use for more than 10 years, but scientists have been gathering evidence that would support recognizing it as the successor to the current Holocene epoch.

"The Anthropocene represents a new phase in the history of both humankind and of the Earth, when natural forces and human forces became intertwined, so that the fate of one determines the fate of the other.

"Geologically, this is a remarkable episode in the history of this planet," the journal reported.

A working group of experts will consider changes human activities have brought to Earth's biodiversity and rock structure as well as the impact of factors like pollution and mineral extraction.

It is hoped that within three years, their case will be presented to the International Union of Geological Sciences, which would decide whether the transition to a new epoch has been made.

當地時間3月29日晨，莫斯科市中心的“盧比揚卡”地鐵站和“文化公園”地鐵站分別發生恐怖爆炸襲擊事件。截止記者發稿時間爆炸已導致35人死亡，73人受傷。由於事發時正值上班高峰，導致人群大量擁堵，地面交通受到嚴重影響。俄羅斯總檢察院偵查委員會負責人馬爾金在事發現場召開臨時發布會宣布，初步判斷爆炸事件為恐怖襲擊，俄強力部門正在進行緊急調查。

　　莫斯科地鐵連環爆炸余音未消，俄羅斯達吉斯坦共和國又傳巨響。31日，由兩名不明身份“男人彈”制造的自殺式爆炸造成達吉斯坦基茲利亞爾市至少12人死亡，其中包括該市內務局局長及9名警察。

　　盡管目前尚無組織宣布對這起爆炸事件負責，但在反恐安全專家看來，幕后真凶並不難猜。中國現代國際關系研究院反恐怖研究中心主任李偉就表示，以車臣叛亂頭目烏馬羅夫為首的北高加索恐怖團伙必然與爆炸脫不開干系。

　　由“女人彈”制造的莫斯科地鐵爆炸發生后不久，俄羅斯官方即指案件與北高加索恐怖團伙有關，如今在3天之內，該團伙又在達吉斯坦制造恐怖爆炸事件——男女人彈“前赴后繼”的背后，凸顯一條勾連俄羅斯邊疆與腹地、並意欲貫穿全俄的恐怖“戰線”。

　　很長一段時間，北高加索恐怖團伙主要在車臣及鄰近的達吉斯坦、印古什等邊疆地區活動。據李偉統計，此前俄羅斯全年發生的6、7百起恐怖事件中，有8成以上發生在北高加索地區，該地區構成了俄羅斯最大恐怖威脅。

　　近年隨著俄羅斯政府持續清剿，北高加索恐怖團伙勢力被有效打壓，此前奉行的對抗策略開始發生變化。“他們意識到，雖然在北高加索地區策劃組織恐怖活動更為便利，但如果隻限於這一地區，最終恐怖活動造成的影響將會很小。”李偉說。　　此后，俄羅斯境內發生的恐怖活動開始從邊疆向腹地蔓延。去年11月，一列從莫斯科開往聖彼得堡的特快列車發生爆炸，造成26人死亡。事后烏馬羅夫聲稱他領導的武裝分子制造了這起恐
怖襲擊事件。

　　29日莫斯科遭遇恐怖爆炸襲擊，這條“戰線”終從腹地延展到中心。一天中的上班最高峰，市內交通大動脈上的兩大樞紐站，最終39人遇難80多人受傷的慘痛傷亡，恐怖團伙借助莫斯科這一全國中心，釀成了近幾年俄羅斯傷亡最嚴重、影響最大的恐怖襲擊事件。

　　李偉表示，以最終引發的社會震蕩來衡量，恐怖團伙在莫斯科制造的恐怖爆炸事件相當於他們在北高加索地區制造的上百起襲擊事件，這種鮮明對比相信會讓恐怖團伙在對抗政府清剿時繼續奉行“襲擊中心城市”的策略，借此用沸騰的民意及可能產生的不安全感對政府施壓。

據俄羅斯媒體報道，俄國北高加索地區達吉斯坦共和國境內周四（4月1日）再次發生炸彈爆炸事件，造成兩人死亡，一人重傷。

俄國媒體引一位當地警員說，一輛據信裝載了爆炸物的汽車在達吉斯坦共和國西部一個村莊附近發生爆炸，車上兩人死亡，另外一人重傷已被送院治療。

就在周三（3月31日），達吉斯坦共和國境內基茲利亞爾市接連發生兩起自殺式炸彈襲擊事件，造成12人死亡，幾十人受傷。遇難者中包括一名高級警官。

而在周一（29日），莫斯科地鐵兩個車站在上班高峰時期發生連環爆炸，39人喪生，60多人受傷，這是俄羅斯六年來傷亡最大的襲擊事件。

與此同時，莫斯科正準備為在周一地鐵爆炸案中喪生的39名遇難者舉行葬禮。

車臣叛軍領導人烏馬羅夫宣稱對莫斯科地鐵爆炸事件負責。

車臣反政府武裝組織頭目烏馬羅夫說在視頻中說，製造地鐵爆炸襲擊是對俄羅斯總理普京在北高加索地區高壓鎮壓政策的報復。

他聲稱這兩起爆炸襲擊均由他下令實施，他還警告這並非最後的襲擊。

自殺式攻擊
不過，目前無法獨立地證實視頻片段中的講話者就是烏馬羅夫本人。

俄羅斯調查人員說，莫斯科地鐵攻擊是由兩名女性自殺式攻擊者幹的，她們在兩個地鐵站分別引爆了綁在身上的炸藥。

在星期一莫斯科地鐵發生兩次自殺式攻擊後，俄國總統要求官員拿出打擊恐怖主義的新提案。

俄羅斯總理普京呼籲保安部隊哪怕挖地三尺也要將這些肇事者抓獲並繩之以法。

普京還表示，達吉斯坦爆炸事件和莫斯科爆炸案可能是同一團伙所為。

　　這位比利時前首相、經濟學家和哲學家現年６２歲，以處事低調、詩意盎然著稱。他酷愛日本俳句，甚至在政治性會議中朗誦自己的作品。

　　范龍佩個人網站上設有他的俳句作品專欄，最新一首俳句發表於本月２０日。

　　其中一首俳句中，范龍佩似乎在拿自己的禿頂打趣，大意為，“發舞乎清風，荏苒經年風依舊，悲無頂上發”。

　　范龍佩的辦公室３月３０日宣布，他的首部俳句詩集定於４月１５日在歐盟總部所在地布魯塞爾出版，范龍佩本人將在發表會中朗讀其中一些作品。

　　詩集中的俳句以他的母語荷蘭語寫成，附有英語、法語和拉丁語譯文。

there is this massive flag pole like looking device with a bronze looking ball on top located next to our major interstate. I've always wondered what it was so today i drove up to it and took some pictures. Says something about the FCC and alot of warnings about tresspassing all over.

美國總統奧巴馬周三（31日）宣佈了一項擴大美國近海油氣田開發的計劃。

能源安全

美國總統奧巴馬（ Barack Obama）打破國家逾 20年來的禁忌，昨日（周三）宣佈容許在維珍尼亞州對開 80公里海域及阿拉斯加州南部庫克灣（ Cook Inlet），開採石油和天然氣。
美國沿海蘊含豐富石油資源，但民眾一直反對開採，擔心意外洩漏石油會引發生態災難，故只限於墨西哥灣。奧巴馬甘冒大不韙一改以往政策，理由是希望可減少過份依賴進口外國石油，創造就業，及給共和黨議員一些甜頭，爭取他們支持一項氣候變化議案。
奧巴馬雖容許在阿拉斯加州庫克灣開採，但取消了該州布里斯托爾灣（ Bristol Bay）、楚科奇海（ Chukchi Sea）和波弗特海（ Beaufort Sea）的開採建議。專家估計，美東西兩岸對開海域藏有 55萬億立方呎天然氣和 145億桶石油。

美國奧巴馬政府擬建議開放大西洋海岸、墨西哥海灣東部及阿拉斯加北岸，勘探石油及天然氣。

在新計劃下，新澤西州北面仍不准開採油氣。而大西洋海岸、墨西哥海灣東部及阿拉斯加北岸，勘探鑽油及天然氣，接近1.3億公頃面積。

奧巴馬總統將在周三宣布有關計劃。美國政府布望開放更多石油鑽探，可減少石油入口依賴，並可增加政府收入。而有關建議亦會爭取保守議員，通過氣候立法。

奧巴馬31日宣布，將擴大對美國近海油氣田的開發，以此確保美國近期能源安全。奧巴馬當天在華盛頓附近的安德魯斯空軍基地發表演講指出，確保美國能源安全是其執政的首先選項之一，作為長期目標，美國應更多依賴於自產的清潔能源，但作為近期目標，美國必須開發更多的近海油氣資源。

奧巴馬表示，這是一個艱難的決定，他知道很多人強烈反對，但美國要成功實現能源戰略的轉變，必須在短期和長期都確保經濟的穩健，如果不承認這一事實，那就會犯錯。

Belgium is set to become the first European country to impose a full ban on wearing a burka.

A parliamentary committee in Belgium has unanimously voted to ban the wearing of full face-covering veils in public, paving the way for the first clampdown of its kind in Europe.

Officials say that the draft law will probably be put to a vote of the full house on April 22.

On November 9, 2005, Muriel Degauque, a Belgian convert to Islam, committed a suicide car bomb attack against a U.S. military convoy south of Baghdad.
A recent poll found six out of ten Belgians believed Muslims were failing to integrate into Belgian society and wanted tougher laws to combat Islamic extremism.
Belgium's hardline proposal comes a day after France's highest administrative body said a full burka ban in France could violate the French constitution and European human rights laws.
In France, immigration minister Eric Besson has branded the garment a 'walking coffin'.
President Sarkozy said last year described burkas as a 'sign of debasement, adding: 'They make women prisoners and deprive them of their identity.
'I say solemnly that they are not welcome on the territory of the French Republic.'
Families minister Nadine Morano has said immigrants should sign a 'no burka' contract before being allowed to live in France.
Interior minister Brice Hortefeux said that both women who wear veils and husbands who force them to do so should not be allowed to acquire French citizenship.
And senior UMP party member Jean-Francois Cope has proposed that women should be fined more than £700 for hiding their face in public.

France has already passed a law in 2004 forbidding students and teachers in schools from wearing any kind of religious symbols - including veils, crucifixes and Jewish skullcaps - as part of a drive to defend secularism.

But despite widespread support for a full burka ban, France's Council of State said yesterday: 'There appears to be no legally unchallengeable justification for carrying out such a ban.
'Making the full veil illegal could be viewed as discriminatory and tricky to put into practice, in particular as the majority of women who wear it do so of their own free will.'
The Council of State also said in a report on the veil that even a limited ban would be difficult to enforce.
The council said yesterday that a total ban risks violating the French Constitution as well as the European human rights convention.
But the Council of State said it could made compulsory to uncover the face in places where identity checks needed to be carried out, such as courts, polling stations and town hall weddings.
Police could also be given special powers to ban burkas in high-risk public disorder zones like train stations, sports venues, international conferences, museums, jewellers or banks.
The conclusions sparked anger among MPs in Sarkozy's ruling UMP party.
Jean Leonetti, vice president of the UMP group in parliament, said: 'The ban is either total or incomprehensible.'
Only around 5,000 women among France's five million strong population, the largest in Europe, wear full Muslim face veils in public.
Some left-wing politicians have warned that a law banning the burka could inflame tensions in the Muslim community.

Al-Qaeda terrorists have also vowed revenge on France if it banned the burka on its streets.
Leaders of Al-Qaeda's North African network wrote on an Islamic extremist website: 'French Muslims should react to this ban with the utmost hostility.

'We will seek dreadful revenge on France by all means at our disposal, for the honour of our daughters and sisters.'

法擬火車站列車裝鏡頭防襲

莫斯科地鐵遭襲擊後，法國亦考慮在全國的主要火車站和列車上，大規模裝設攝錄鏡頭。

法國內政部長奧爾特弗31日說，將於下周向總統薩爾科齊提出一系列旨在保障社會治安的建議，其中將有相當一部分涉及公共交通安全。

奧爾特弗說，他已與法國國營鐵路公司達成協助，計劃在全國重點車站的站台和車站周邊，以及列車車廂內，安裝攝錄鏡頭。

其中，列車車廂內安裝的鏡頭數量，將達到2.5萬個，平均每節車廂將安裝3個攝錄鏡頭。

奧爾特弗說，法國政府2010年為此將投資3000萬歐元，相當於2009年的兩倍、2008年的3倍。

United Nations talks in Copenhagen in December ended in a weak Accord that agreed all countries will work together to try and keep global temperature rise below 2C (3.6F).

The target will be met by investing £6 billion per annum from this year in helping poor countries to cut greenhouse gas emissions and £60 billion from 2020.

But questions remain on how the money will be raised.

The Prime Minister will meet with leaders from Ethiopia and Guyana as well as high level bankers and businessmen to discuss options including a tax on aviation and shipping or the "Robin Hood" tax on banking.

The leaders will also discuss the best way to ensure the money is spent on protecting forests and helping countries at risk of floods and drought.

Phil Bloomer, Oxfam’s Campaigns and Policy director, said the talks are a chance to get the climate change negotiations back on track before the next international meeting in Cancun, Mexico in November.

“Gordon Brown has a real chance to move the world closer towards tackling climate change. He must push the group towards making clear recommendations in time for Mexico so that the most effective ways to generate funds are developed to help the millions of people urgently needing support," he said.

A new 'super-Taser' stun gun that fires a 500-volt wireless 'bullet' up to 100ft is being considered for use by UK police forces, the Home Office said today.

英國警方考慮引入一種超級電槍，射程達到100呎，是傳統電槍射程的5倍，子彈的電流強度達500伏特，電擊可持續20秒，電流持久力較現時使用的一般電槍長4倍。

傳統的電槍發射的子彈由21呎長的電線牽引，每次電擊疑犯的効力僅5秒，但電流強度可達5萬伏特。

而最新式的超級電槍有如一支傳統獵槍，可以發射無線子彈，制止100呎以外的疑犯逃走。子彈頭有數支刺，可以緊緊釘在疑犯皮膚或衣服上，電流強度為500伏特，電擊可持續20秒。
