Gen C. Flynn is brothers with Gen Michael Flynn.
Gen M. Flynn was fired by Obama from NSA position, framed by the FBI and had to be pardoned by Trump because the corrupt judge refused to dismiss the case. Even though the DOJ dropped the case after damning 302's emerged showing the frame up.
Joe Biden is the one who suggested the FBI investigate Gen M. Flynn for a Logan act violation.
No way Gen C.Flynn gets this promotion if Biden was in charge. Zero chance.
