國際原子能機構6日發表一份報告，指責伊朗拒絕兩名國際核查員入境以及未就與核武器運載能力相關問題作出解釋。報告發表后引起伊朗方面強烈反應，伊朗官員指責國際原子能機發表的報告是一種政治行為，有損該機構聲望。
國際原子能機構總干事天野之彌6日向機構理事會35個成員國代表散發了一份關於伊核問題的報告，報告指責伊朗今年6月拒絕兩名國際核查人員入境，稱這種行為妨礙了核查進程，削弱了國際原子能機構對伊朗核計劃實施有效核查的能力。報告認為，伊朗過去兩年未就可能存在的軍事目的核活動，如研發可運載核武器的導彈提供解釋。報告要求伊朗立即與國際原子能機構合作，允許核查人員查看相關設施、設備和文件，走訪相關人員。報告還稱，在伊朗的納坦茲鈾濃縮工廠已4次發生國際原子能機構封條損壞事件，國際原子能機構目前正在進行相關調查。報告說，5月以來，伊朗的低純度濃縮鈾數量從2.4噸增加至2.8噸，還擁有22公斤更高純度的濃縮鈾。報告對此表示不安，稱這有可能導致伊朗核計劃偏離和平軌道。
伊朗對這一報告迅速作出反應，稱報告有失公允，損害了國際原子能機構的聲望。伊朗總統艾哈邁迪-內賈德8日說，國際原子能機構對伊朗的指責，沒有提供相應的証據，只是一種政治行為，沒有任何法律價值。他說，伊朗認為原子彈是人類歷史上制造出來的最丑陋和最不人道的武器，國際秩序不需要核武器，核武器不僅無效，而且會加劇緊張。
伊朗常駐國際原子能機構代表蘇丹尼耶也表示，伊朗根據與國際原子能機構達成的協議進行合作，不提供超出協議之外的合作。國際原子能機構要求伊朗執行《不擴散核武器條約附加議定書》，但在伊核問題列入安理會議程的情況下，伊朗不可能執行《附加議定書》。針對報告對伊朗增加濃縮鈾數量的指責，蘇丹尼耶說，美國等西方國家拒絕履行為伊朗核設施提供核燃料的承諾，伊朗因此被迫自己生產核燃料和建造更多的核設施，以免目前的核設施停止運行。
伊朗原子能組織主席薩利希7日在解釋伊朗拒絕兩名國際核查人員入境原因時說，選擇核查人員是國際原子能機構所有成員國的權利，伊朗拒絕接受兩名核查人員入境是因為他們此前發表的報告“與事實不符”。國際原子能機構此后介紹了兩名新核查人員，伊朗接納了他們。
美國白宮發言人湯米·菲托爾6日說，國際原子能機構的報告再次証明伊朗沒有遵守在其核計劃上的國際承諾，伊朗不配合國際原子能機構核查的舉動令人不安。
據悉，國際原子能機構理事會將於近日開會討論天野之彌提交的伊核問題報告。此前，伊朗表示願意在10日伊斯蘭齋月結束后重啟核燃料問題談判，但這一提議至今並未得到有關各方的正式回應。與此同時，繼美國和一些歐洲國家對伊制裁之后，日、韓等國近日也先后出台了單邊強化制裁伊朗的措施，引起伊朗對有關國家的不滿。天野之彌提交的伊核問題報告更是引起了伊方的強烈反應。分析人士認為，在國際原子能機構理事會會議召開前夕，有關各方的博弈必將更加激烈，伊朗承受的國際壓力會進一步加大。伊朗將作出何種回應尚難預料，伊核問題重啟談判的前景不容樂觀。(駐伊朗記者 羅來安)

伊朗說國際原子能機構（IAEA）關於該國核工程的最新報告已被政治影響。
Iran says the latest report of the International Atomic Energy Agency (IAEA) on the country's nuclear work has been politically influenced.
"The agency should maintain its technical dignity defined within the NPT framework. It would be outside its legal duty ... if it deals with political matters and attends to external pressure on the agency," Iranian Foreign Ministry Spokesman Ramin Mehmanparast said at his weekly press conference on Tuesday.
“該機構應維持它的技術的尊嚴，定義在核不擴散條約的框架內。它將是在其法律責任之外...如果它處理政治事項，並注意在機構上的外部壓力，”伊朗外交部發言人拉敏Mehmanparast說，在他的每週新聞發布會上週二。
The spokesman further pointed out that the IAEA report once again confirmed Iran's non-deviation toward nuclear weapons material but it also focused on certain "non-technical" issues and was to some extent politicized.

Mehmanparast said that the IAEA was expected to only focus on technical issues and deal with potential NPT violations regardless of political pressure. He also said that the IAEA should address concerns regarding Israel's nuclear arsenal.
Elsewhere in his weekly press conference, he stated that Iran was ready to hold talks with the Vienna Group on a fuel swap deal for the Tehran research reactor based on the Tehran declaration signed between Iran, Turkey and Brazil in May.
Mehmanparast also added that the Islamic Republic was also ready to sit down with the P5+1 -- the five permanent UN Security Council members plus Germany -- if its considerations are taken into account.
Talks between Iran and the European Union were also on the agenda, the Iranian spokesperson went on to say.
IAEA's Director General Yukiya Amano on Monday released its latest report on Iran's nuclear work, in which he once gain confirmed that the IAEA continued to "verify the non-diversion of declared nuclear material in Iran."
The report, however, urged Iran to "cooperate in clarifying outstanding issues" and suspend its uranium enrichment activities.
The Islamic Republic says it has been fully cooperating with the IAEA, adding that it has answered all questions regarding its nuclear work.
