People always say "target the regime" and yell "Carrie Lam step down" in their slogan, but the majority are not aware to the fact that Hong Kong is not governed by Carrie Lam anymore.
Last month, Carrie Lam went missing for 10 full days and refused to respond to the five requests of the public. Which political superior did she first seek help from?
——27 June: Carrie Lam met with the eight presidents/vice-presidents of the four members of the Police Force Council, in the accompany of Secretary of Security John Lee Ka-chiu and Commissioner of Police Stephen Lo Wai-chung. On a second priority, she then gathered with a few dozens of Hong Kong members of the Chinese People's Political Consultative Conference, including
Victor Li Tzar Kuoi and Henry Tang Ying-yen.
18 June, she was asked whether an independent investigation panel will be established to look into the abuse of power among the police, how did she respond?
——"In public assemblies, the Chief Executive is not the person possessing the topmost authority and information to place judgments on the events at the scene. On 12 June, I only followed the statement of riot made by the Hong Kong Police. I bear the responsibility to inform the citizens that the whole Hong Kong society cannot accept rioting behaviour. The Commissioner of Police Stephen Lo has clarified on his statement yesterday, hence today I speak in accordance to the clarified stance of the Hong Kong Police. I think our stances are the same."
——Carrie Lam leaked the secret in admitting that, as the Chief Executive of Hong Kong, she follows the instruction of Hong Kong Police in her speeches, while unifying her stance with Stephen Lo Wai-chung. Five years ago on 28 September during the Occupy Central Movement, former Commissioner of Police Andy Tsang Wai-hung approved the use of tear gas. It was discovered in the aftermath that it was former Chief Executive Leung Chun-ying who stopped the eventual use of tear gas. This move was accused by Hong Kong Police as messing up with their strategic preparation and caused the Movement to spring out of their control. This early example of CY Leung negates the chicane of Carrie Lam - the Chief Executive is and should be the only one with topmost authority to judge how to respond to public gatherings. Carrie Lam, meanwhile, proves her own submission of authority to the Hong Kong Police and her breach of duty. At present, the actual authority of Hong Kong Police has overridden that of the Chief Executive.
On 1 July, where is Carrie Lam when the occupy LegCo happened at late night?
——She was in the Wanchai Police Headquarter. She asked the journalists to come at late night to wait for her press conference at 4am. Secretary of Security John Lee Ka-chiu and Commissioner of Police Stephen Lo Wai-chung answered most of the floor questions after Carrie Lam's babbling. Chief Secretary of Administration Matthew Cheung Kin-chung was completely silent throughout the session.
13 July, Carrie Lam pledge her loyalty again in a dinner banquet:
——"I will not betray Hong Kong Police."
Carrie Lam has degraded into a Chief Executive manipulated by the police. This is the cause of the unharnessed expansion of police power.
However, who is in the backend control of this militarised police force with 30,000 men?
——Police Liaison Department of the Liaison Office of the Central People's Government (LOCPG)
During the 20th anniversary celebration of HKSAR in 2017, we all have fresh memory of Xi Jinping asking the police officials: "Are these police officially employed?" Yet, only a few of us know about the Police Liaison Department of the Liaison Office of the Central People's Government being in charge of the coordination and commanding of Hong Kong police's security duties.
——The head of LOCPG is Li Jiang-zhou, former head of the Bureau of Domestic Security under the Ministry of Public Security of the PRC.
In 2014, in light of crises like Occupy Central Movement, kidnapping of bookstore keeper Lam Wing Kee and Hong Kong Independence Movement, Xi allocated Li JIang-zhou to take this position. Li's duties are to maintain Hong Kong's stability and exterminate the idea of Hong Kong independence.
When Cui Rong-yuan the mainland television broadcaster reported the hugely corrupted officials, he also mentioned about Li Jiang-zhou:
"On 8 February, through a Shanghai police officer with the name "LIn Feng", Cui Rong-yuan holds more than 50 million dollars of savings in HSBC Hong Kong and a bank in Mainland China. Upon investigation, Lin Feng is the head of the Sixth Unit of the Economic Crimes Investigation Section of Shanghai Ministry of Public Security PRC. Lin Feng investigated into the Shanghai Kuailu case, but he abused his authority to acquire private benefits while he was investing the case in outports. Lin met up with "Big Brother" Shao Yong-hua, and accepted 20 million dollars from him. Lin purchase a luxurious residence in Deep Bay Hong Kong subsequently. Lin Feng and Shao-acquainted Ministry of Public Security head and Ministry of Public Security Hong Kong delegate secretly engulfed the equity, stocks and cash of Shanghai Kuailu and some Hong Kong listed companies, totalling to more than 3 billion dollars. This Ministry of Public Security Hong Kong delegate should be Li Jiang-zhou, who took up the position of Head of Police Liaison Department of the Liaison Office of the Central People's Government in 2016."
Bureau of Domestic Security is also named as Ministry of Public Security of the PRC First Bureau. It is the sole national security stabilising tool of the Chinese Communist Party. The bureau has a large team of Secret Police to extinguish all sparkles that can topple the regime. The majority of Hong Kong police carrying out duties on frontline are but ignorant to the close association between Hong Kong Police and Police Liaison Department of the Liaison Office of the Central People's Government. It would come to the surprise of frontline Hong Kong police that they are now a branch in the structure of the Chinese Communist Party stabilising agents.
Serve for the Hong Kong people?
Of course, Carrie Lam is not serving for the Hong Kong people.
The so-called "West Point governing Hong Kong" means the Liaison Office of the Central People's Government is but the actual backend governing unit of Hong Kong. In these 22 years, the Liaison Office has expanded their structure and arranged their loyal supporters to be lawmakers. The Office also planted their supporters in various committees (including The Independent Police Complaints Council) and other semi-official organisations. In such ways, the Office can get hold of some hundred billions of government fundings via pro-Beijing LegCo lawmakers, and use Hong Kong taxpayers' public money to subsidise the national stability fund of Chinese Communist Party in order to fuel the operation of the fixed pro-Beijing voters and the administration of pork barrel. All these tactics in turn suppress the survival of Hong Kong people. Don't tell me you don't know about all these throughout the years.
Here are some actual figures:
In 2003, purchased 52 flats in Pokfield Road No. 18-24 with 320 million;
In 2007, purchased 48 flats in Harbour Green with 160 million;
In 2007, purchased the land of Tai Tam Road No. 21 with 167 million and build into a staff quarter with market value of 1 billion. Estimated premium reached 100 million, Hong Kong government received 9.9 million in actuality;
In 2012, purchased 14 flats in Bayview Park with 68 million;
In 2013, purchased 22/F of Rykadan Capital Tower with 135 million;
In 2014, purchased 48 flats in Sai Ying Pun Parkcrest with 480 million;
Between 2003 and 2014, massively sold a number of properties and cashed out 1.19 billion;
In 2015, purchased 10 flats in Shatin City One with 50 million;
In 2016, purchased 14 flats in The Merton, Kennedy Town with 122 million;
In 2017, purchased flat(s) in The Belcher's with 17 million;
In 2019, purchased Grand Central, Kwun Tong with 250 million;
We still haven't registered how many billion the Liaison Office has saved using the exemption of Buyer's Stamp Duty.
These information all disappeared in media coverage.
Let alone it controls the 3 major pro-Beijing book vendors and publishing industry...
Basic Law Article 22: No department of the Central People's Government and no province, autonomous region, or municipality directly under the Central Government may interfere in the affairs which the Hong Kong Special Administrative Region administers on its own in accordance with this Law.
The Liaison Office of the Central People's Government is a combination of Party, Political, Military and Commercial power. Do you know which organisation in the Chinese Community Party also enjoy the same "high autonomy"?
