【明報專訊】近月全球多地都受極端天氣影響，先是歐洲英國 雪災嚴重，繼而是澳洲 昆士蘭鬧洪災；中國則是「南濕北旱」、南部多省備受凍雨困擾，菲律賓 和巴西 東南部亦爆洪災，至於美國 更罕有出現幾乎全面降雪的情况，美東周三遭受3周以來第3場大風雪吹襲，在錄得22厘米降雪的紐約 市，3個主要機場共取消逾1300航班，來往紐約同波士頓的火車服務暫停。
上月聖誕節後的暴風雪，導致紐約癱瘓，彭博被斥反應太慢。汲取上次教訓後，今次紐約市政府不敢怠慢，市長彭博（Michael Bloomberg）周二警告大暴雪將吹襲美國東北部，宣布紐約進入天氣緊急狀態，敦促司機盡可能使用公共交通工具。美國國家氣象局表示，包括紐約市在內的美國東北部，預計周三將錄得20至40厘米的積雪。
美國周二罕有地幾乎全面降雪，全國50州，有49個州昨都有積雪，包括夏威夷（夏威夷大島的白山火山頂部錄得降雪），只有佛羅里達沒錄得新雪。氣象學家弗里茨向CNN表示，這種情况「非常不正常」。

A fierce winter storm that pounded parts of the southern US is heading towards north.New York City has declared a weather emergency as weather forecasters warn that a new storm is set to hit the northeast of the United States and cause several flight cancellations.
The US National Weather Service is predicting a wave of steady snow to develop and head up the eastern seaboard, while another one is moving in from the Ohio and Tennessee valleys.
The two low pressure systems are set to merge off the mid-Atlantic coast and rapidly intensify late Tuesday.
The blast of snow is expected to make a landfall late Tuesday local time and into the overnight hours with the heaviest snow to fall east of New York City.
Meanwhile, the New York City Department of Emergency Management declared a weather emergency, urging the public to avoid unnecessary driving during the snowstorm, Reuters reported on Tuesday.
New York Mayor Michael Bloomberg, whose handling of the last storm has been sharply criticized, is now facing a litmus test not to make similar mistakes.
Late last year, the city was paralyzed for two days as a huge blizzard dumped more than 60 centimeters of snow.
"We didn't do the job that New Yorkers rightly expect of us in the last storm and we intend to make sure that that does not happen again," the New York mayor said.
Meanwhile, authorities in Alabama said one person lost his life in an ice-related accident, and two others died on Louisiana roads.
Authorities shut schools and government offices for a second day in dozens of districts in Georgia, Alabama, Mississippi, North and South Carolina, and Tennessee.
According to aviation officials, 2,496 flights were cancelled across the country on Tuesday, on top of over 2,500 flights that were cancelled Monday due to bad weather conditions.

【本報記者黃曉敏紐約十一日電】紐約十一日晚下起了今年第二場暴風雪，預計落雪達6吋至12吋。紐約市長彭博吸取上次教訓，提早在當日下午宣布全市進入緊急狀態。
紐約市長辦公室敦促公眾在暴風雪降臨期間，避免一切不必要的開車，盡量利用公共交通工具。如果必須開車，務必極端謹慎。
與天氣緊急狀態相比，大雪緊急狀態更為嚴重，沒有防滑鏈或雪地輪胎的所有汽車都不能開上主要道路，停在主要街道上的汽車會挨罰單或被拖走。任何車輛阻擋道路或者妨礙鏟雪都將被拖走，費用由車主負擔。換邊停車、泊車咪表及收垃圾都暫停，並立即生效，直到進一步通知。緊急管理、消防、警察、清潔和交通局將採取一切適當和必要措施，保障公眾安全，提供一切援助保護全市居民的安全、福利和健康。
彭博說，過去九年來共有七十多場暴風雪，紐約市都能妥善應對。他為聖誕後那場大雪造成混亂狀況致歉。
新的計劃包括建立更為正式的宣布大雪緊急狀態程序、所有垃圾車都裝上GPS、排除偵察組實時拍攝道路麻煩地點視頻、救護車裝防滑鏈、採用類似雪橇的工具在雪中運送病人。此外，清潔工將採取十二小時輪班，三百多輛撒鹽車和一千七百輛鏟雪車待命隨時上路。此外，紐約市還安排了二百家私人公司幫助鏟雪。
紐約市已經面臨二十四億美元的赤字，但彭博承諾全市在應對積雪問題上，將有更好的表現。
