India, Pakistan launch first talks after Mumbai attacks

A five-member Pakistani delegation led by Foreign Secretary Salman Bashir has reached the New Delhi to hold talks with his Indian counterpart Nirupama Rao, a Press TV correspondent reported late on Wednesday.
"We want to discuss and resolve all disputes with India," Bashir said in Lahore before heading to New Delhi to meet Rao.
Pakistan has called for wide-ranging negotiations that will focus on long-standing issues, including the conflict in disputed Kashmir and tensions over the two countries' shared water sources.
India's Foreign Minister S.M. Krishna told NDTV news channel last week that "Our core concern is going to be terror."
Both foreign secretaries would address a joint press conference in case of the success of talks between the two countries.
India suspended a slow-moving peace dialogue with Pakistan that began in 2004 after the November 2008 Mumbai attacks, which left 166 people dead and more than 300 others wounded.
New Delhi blamed the assault on Pakistan-based militant groups and “official agencies” of its neighbors.
India, however, decided to resume talks after judging that Pakistan had taken some steps to address concerns about militant groups operating on its side of the border.

中國軍方要求美國謹言慎行

中美軍事交流受到美國對台軍售的影響中國國防部發言人黃雪平星期四（2月25日）警告美國要「謹言慎行」。
中國官方新華社引黃雪平說：「中方要求美方謹言慎行，避免對兩國兩軍關係和兩岸和平發展造成進一步損害。」
黃雪平還對近期美國媒體所報道的谷歌所遭的黑客襲擊來自有中國軍方背景學校的說法做出反駁。
他說，將網絡黑客行為與中國政府和軍隊扯在一起，是毫無根據、極不負責任的，是別有用心的炒作。
黃雪平同時表示，中國在美國決定對台灣出售巨額武器裝備後做出的暫停中美兩軍計劃內互訪安排的立場沒有變化。

美國國防部官員本周早些時候對媒體證實中國推遲了數位軍方高級將領的訪美計劃。
路透社引有關官員稱，受影響的包括解放軍總參謀長陳炳德和一位地方軍區司令員。
另外美國官員也透露，美國太平洋司令部新任司令威拉德上將的訪華計劃也被推遲。
不過有關官員也指出中國的反應並未如美國所預想般激烈。
他們說，中國尚未如威脅般制裁有關的美國公司，而且美國航空母艦尼米茲及其戰鬥群也獲准在香港停靠補給。

北京推遲解放軍訪美計劃

美國 國防部證實，北京 由於不滿華府對台售武，已經決定推遲解放軍 高層訪美。
《路透社》引述美國國防部消息報道，中方已經決定推遲解放軍總參謀長及一名解放軍地方軍區司令到訪美國的計劃，而一些仍然未確定的軍事交流亦將會受到影響。
至於美國太平洋司令部司令威拉德的訪華行程亦將會押後。有官員認為，北京在華府宣布對台售武後，押後部分兩軍互訪計劃，但未有取消任何一項既定的訪問，表現相當克制。中方亦未有如以往般，向參與對台售武的公司實施制裁，又允許美國航空母艦尼米玆號訪問香港。
而美國國防部長蓋茨亦表示，不會取消今年到中國的訪問。
有內地專家認為，北京的做法是要華府意識到對台售武問題的嚴重性，但長遠而言仍然以中美關係穩定為重。
美國總統奧巴馬 於本月初不理北京反對，決定對台出售64億美元 軍備，兩軍交流互訪隨即暫停。
