Japan's parliament has approved a record one-trillion-dollar budget for the fiscal year starting in April aimed at kick-starting growth in its long-stagnant economy.
The budget includes new child-care allowances and removes public high school tuition fees.
It also contains other measures promised by the new government, which took power in September.
To finance the budget, the government will issue new bonds worth a record 490 billion dollars. The move will add to the country's growing public debt.
Tokyo emerged from its worst post-World War II recession last year.
Prime Minister Yukio Hatoyama has said he sees no need for economic stimulus now. But he has also underlined that the government should be ready to act if necessary.

反對黨稱新預算是收買選民之舉
日本國會參議院星期三(3月24日)傍晚以執政三黨議員佔大多數議席的票數,通過了總額92萬2992億日元,約合一萬200億美元的2010財政年度預算案,從而宣佈預算案成立。
今年超過一萬億美元的預算案是日本有史以來最大規模的國家年度財政預算,也是執政民主黨去年8月奪取政權以來成立的首個國家財政預算案。
債台高築
由於日本政府稅收在經濟不良的形勢中大幅下降,預計這一龐大的財政預算中依賴發行的國債將達到近5000億美元,約佔預算總額的48%。
龐大的財政預算主要是為了支付16歲以下兒童津貼和高中學費全免的政權公約,但在日本國庫空虛、內債高築的現狀下,包括自民黨、公明黨、共產黨等在野黨都譴責民主黨政權亂花錢,並在眾議院較早前表決和星期三參議院表決時投了反對票。
自民黨總裁穀垣貞一星期三晚稱此預算是徹頭徹尾的「選舉預算」,是民主黨為了今年7月舉行的參議院大選收買民心的預算。
國民不滿
不過街頭上的民意似乎不領情。東京街頭一些兒童家長甚至指出,發放兒童津貼只是解救一時的「燃眉之急」,他們期待國家能制定更好的政策,來開拓讓年輕人和兒童們都更感光明的前景。
也有一些家長抱怨去年民主黨承諾對每個兒童每月發放兩萬多日元津貼,但現在只有一萬多,所以也還是食言。
這個星期一,日本富士電視台和朝日電視台分別發表的最新民意調查都顯示,首相鳩山由紀夫的政權支持率目前下跌到約30%,輿論稱鳩山政權已進入了「危險水域」。

英政府今年發債近二萬億元

英國 財相戴理德表示,預計今年需發債1670億英鎊(19372億港元),較先前預計的1780億鎊為少。
戴理德在新一份財政預算中表示,政府在未來4年削減赤字,較預期為多。
另外,英國政府預計今年經濟長為1至1.5%,並調降明年經濟增長預測,由3.5%,降至3至3.5%。

British Finance Minister Alistair Darling has presented the country's 2010 budget to the House of Commons, claiming it will help UK business.
Addressing the parliament, Darling said the ruling Labor Party will make the right choices to secure an economic recovery, which is still uncertain as confidence has not fully returned to either businesses or consumers.
He announced that business rates would be cut for one year from October to help what he described as "fledgling businesses" and the existing ones.
According to the BBC, Darling is also doubling the Annual Investment Allowance to £100,000 in an attempt to "help small businesses expand."
The newly unveiled budget also shows that the minister's forecast for government borrowing has lowered down to 163 billion pounds ($244.6 billion) in 2010/11, 11 billion pounds less than he forecast in his pre-Budget report in December.
"Borrowing this year should now be 11 billion pounds lower than forecast, at 167 billion pounds," Darling said. "In 2010-11, in part because of one-off factors boosting receipts such as this year's tax on bank bonuses, borrowing will be 163 billion pounds."
Darling also announced that a bank bonus tax introduced in December was now expected to raise 2 billion pounds, more than twice as much as initially forecasted, Reuters reported.
He promised that by 2013-14, debt would be 100 billion pounds lower than it was expected at last year's Budget.
