EU member states are engaged in a fierce battle with newly-appointed EU foreign minister Catherine Ashton, who has made an audacious power grab to control foreign policy, according to a report in the FT.
"The first skirmishes have broken out in what promises to be a ferocious institutional battle over who will control the European Union’s common foreign policy, as member states fight off attempts from the European Commission to dominate the bloc’s budding diplomatic service," writes Stanley Pignal of the FT on March 4th.
The FT reports that David Miliband and Carl Bildt, foreign ministers of Britain and Sweden, have sided with EU foreign minister Catherine Ashton, but are warning her that she faces a tough battle in her push to construct European External Action Service staffed by eurocrats and to be run more or less independently of the EU's national governments and the Commission's diplomatic arm.
Milliband, Bildt and Ashton appear to be closely linked with the shadowy Bilderberg group, widely believed to be an instrument of rule of the global "elite", which controls the banks and energy sector as well as the corporate media.
The power grab by the EEAS has sparked resistance "with a clear majority of the EU’s 27 member states... determined to exert greater influence over the service and akeen to appoint diplomats from their national capitals to senior posts," writes the FT.
The letter of support from the Bildebergers Milliband and Bildt came ahead of a key meeting between Catherine Ashton and foreign ministers today over the staffing and organisation of the new foreign policy arm.
“We are concerned about some of the inter-institutional struggles evident in our current negotiations on the [European] EAS package,” Milliband and Bildt wrote. “You should know that you have our solid support.”
"Many of their proposals touch on seemingly mundane operational matters, but the broader issue is whether the EU’s new flagship diplomatic body is a continuation of current Commission structures or a break with the status quo," writes the FT.
The EEAS and Lady Ashton’s role were created by the Lisbon treaty, the EU’s new constitutional framework, which came into force in December in spite of the fact that Ireland -- the only country allowed to vote in the EU -- rejected it first time round.
The FT appears to suggest Ashton and José Manuel Barroso, the Commission president are at odds.
"The recent appointment by Mr Barroso of a close ally to the post of EU representative to Washington was widely viewed as undermining Lady Ashton’s authority, and angered many foreign ministers who would have expected to be consulted," writes the FT.
But other media reports suggested Ashton and Barroso have an equal role in side-lining foreign ministers to wrest control over the foreign policy direction.
