The Central Intelligence Agency (CIA) gives a green light to its enterprising officers who want to earn a little extra working for private companies on the side.

According to a forthcoming book by US reporter Eamon Javers and confirmed by the CIA, moonlighting for financial firms is acceptable.

Under the policy, CIA employees' requests to work for private companies are considered on a case-by-case basis. The CIA mission comes first, Agency Spokesman George Little said Monday.

“The Agency reviews requests for outside employment using yardsticks of legality, propriety and, of course, security,” Little said. “There's a rigorous process to all this, one that's been in place for decades.”
Officials defend the policy, saying it is a vital tool that stops highly trained officers from leaving the spy agency. The policy allows intelligence officers to work for the private sector and earn twice the wages the government pays, and yet remain on the government payroll.
The CIA decision has raised eyebrows on Capitol Hill; Congress needs answers for its questions from the intelligence community.
"I am concerned and intend to ask questions about it," Senate Intelligence Committee Chairwoman Dianne Feinstein said.

情報部門獲准射殺恐怖分子

美國 國家情報總監布萊爾說，情報部門在獲得特別許可的情況下可以向從事恐怖活動的美國公民開槍。
布萊爾在眾議院情報委員會聽證會上說，情報部門可以針對恐怖分子採取直接行動，即使這種行動會導致美國人死亡，情報部門仍可獲得特別許可。
布萊爾沒有說明特別許可的授權部門。不過他強調，在做出這種決定時需要考慮可能被射殺的美國人是否捲入企圖襲擊美國的組織、是否對其他美國人構成威脅等因素。
《華盛頓 郵報》報道，奧巴馬 總統去年１２月，曾批准襲擊也門的一處建築。當時，一名美國人被懷疑正在此建築內與當地基地組織頭目會面。儘管此人並非這次襲擊行動的主要目標，也沒有在襲擊中身亡，但他已被列入受打擊的黑名單。
報道稱，中央情報局和美軍聯合特別行動司令部各有一份名單，上面列有他們計劃逮捕或擊斃的人員，其中至少包括３名美國人。
