The Russian parliament's upper house has passed a bill expanding the powers of the country's security agency, a move critics fear will revive the era of the Soviet KGB.
俄羅斯議會的參議院已通過一項法案,擴大國家安全機構的權力,一項舉動批評者擔心將恢復蘇聯克格勃的時代。
The upper house backed the controversial bill on Monday, which would give Russia's Federation Council (FSB) the right to issue official warnings to citizens believed to be creating the conditions for crime, AFP reported.

The legislation, which was approved by the lower house of parliament, the State Duma, on Friday, will become law once signed by the Russian President Dmitry Medvedev, who initially drew up the bill.

The bill was reportedly proposed in the two weeks after two bombers attacked a Moscow subway in a bid to curb radicalism among young Russians, the New York Times reported.

The passage of the bill has provoked fury among human rights groups and opposition parties, who believe the legislation has been tailored to give the FSB more authority to crack down on dissidents in the country.

Some lawmakers say such provisions invoke memories of the Soviet era when the KGB issued similar warnings to opposition figures.
