范龍佩稱應對債務危機事關歐盟“生死”

　　歐洲理事會常任主席范龍佩１６日警告說，歐盟成員國必須團結應對當前可能再度加劇的主權債務危機，這事關歐盟“生死”。

　　范龍佩當天在出席歐盟智庫歐洲政策研究中心舉辦的活動時說，所有歐盟成員國必須團結一致，以幫助歐元區渡過難關，因為如果歐元區不能避免危機，那麼歐盟也難逃此劫。

　　但范龍佩同時表示對歐盟戰勝債務危機“非常有信心”，因為歐盟成員國提出了大膽的舉措，各國政府頂住國內壓力，冒著失去選票的風險，堅持實施財政緊縮計劃。

　　最近一段時間，歐元區又一成員國愛爾蘭的形勢驟然緊張，並波及到葡萄牙和西班牙等其他國家。外界擔心愛爾蘭正在成為新一波債務危機的策源地。愛爾蘭政府堅稱不需要救助，但承認本國銀行業危機形勢嚴峻。部分歐盟成員國和歐洲中央銀行據稱正在敦促愛爾蘭啟動歐盟救助機制，以免事態擴大，導致更大范圍的危機。

　　當天晚些時候，歐元區成員國財政部長在布魯塞爾召開月度例會，是否救助愛爾蘭成為爭論的焦點。歐盟委員會負責經濟和貨幣事務的委員奧利·雷恩在抵達會場時表示，愛爾蘭政府直到明年年中都不存在資金困難，但愛爾蘭的銀行業危機相當嚴重，歐盟委員會、歐洲央行和國際貨幣基金組織已經在同愛爾蘭政府探討如何解決這一問題。

　　針對市場可能出現的恐慌，雷恩指出，當前形勢還未到事關歐元生死存亡的地步，這只是愛爾蘭嚴重的銀行業危機，人們應當保持清醒的頭腦。（尚軍 劉曉燕）

The European Union (EU) President Herman Van Rompuy says the eurozone will not survive unless it overcomes the economic crisis that many of its countries face.

Speaking ahead of a meeting of the European finance ministers in Brussels on Tuesday, Van Rompuy said all EU countries need to work together to surmount the economic downturn that has caused many EU countries to suffer record debts.

After Greece and Spain, Ireland has now admitted to being in need of an emergency package, while Portugal says it's at a high risk of needing a bailout.

Ireland has already spent EUR 35 billion on a bailout for its banks and suffers from a 13.6 percent unemployment rate.

The Bank of Ireland's stock is down to nearly two dollars a share, a drastic drop from ten dollars in April of this year.

Ireland's Minister for Finance, Brian Lenihan maintains that the country does not need an EU bailout like the one received by Greece.

"This doesn't just affect Ireland; it affects the entire euro[zone]," Professor Paul Sheldon Foote of California State University Irvine told Press TV.

"The issue remains throughout all of these countries: Portugal, Italy, Ireland, Greece and Spain -- whether the voters are willing to support austerity measures, or whether they are going to ... default on sovereign debt. If one of these countries defaults, the rest will probably default. And that's what the market place is betting," he added.

Last month inflation in the eurozone hit 1.9 percent.
