Germany's tax revenues collapse as debt mountaing grows: bankruptcy looms

BERLIN (Dow Jones)--German tax revenues will fall short by dozens of billions of euros in the next four years compared with previous estimates, despite an economic recovery, the government said Thursday, in comments that highlight the limited leeway for tax cuts.

A panel of tax experts predicted a combined tax shortfall of EUR38.9 billion from 2010 running through to 2013, with the shortfall this year seen at EUR1.2 billion and in 2011 at EUR11.7 billion, compared with previous estimates.

Federal government tax revenue, which is part of the countrywide intake, bucks the trend this year and is expected to see an extra intake of EUR0.6 billion, but there will be shortfalls of EUR5.3 billion in 2011, EUR6.1 billion in 2012 and EUR6.5 billion in 2013.

The estimates set the stage for the center-right government's budget due in June. The government has to cut its structural deficit by EUR10 billion annually from next year, to bring the budget in line with constitutional requirements.
The forecast is somewhat better than expected.
Media reports had said the finance ministry was forecasting a tax revenue shortfall of EUR14 billion for 2011 and 2012, and EUR18 billion for 2013.

Finance Minister Wolfgang Schaeuble has said the estimates "won't be a big surprise" and the government has based its budget assumptions on "cautious calculations."
